Ruling Question on Reshiram ROS

If I have hydreigon EX out (ROS), can I cycle through 2 reshirams (ROS) and attach fire energies as often as I want from my hand?

No. Even though you may leave the active spot, the same card is still considered to be in play and subjected to the once-per-turn restriction. Furthermore, while there is no limit to how many times you may switch a card's board position per turn (provided you have the cards to do so), you are still only allowed to retreat once a turn, even if you don't have to pay a Retreat Cost.

You can use Turboblaze once per Reshiram, as long as you can get a new card in the Active spot. If you scoop one of them up, the game will consider it a new Reshiram and you can use Turboblaze again with that Reshiram - as long as you can get it into the Active spot.

How about and switch and a retreat to bring up the same Reishiram. Doesn't the bench reset the ability?

It does not. Benching Pokemon resets Special Conditions and the effects of attacks targeting the Defending Pokemon. The game still knows that it is the same Reshiram.
