Ruling Question regarding world championship and abilities rulings

Short to the point.

Question 1 (for someone that has played world championship): The official rulebook states abilities are not attacks and nothing more, if I have an ability that is passive, for example "remove 1 damage counter from your active pokemon" and does not state it can only be used once, can I use this multiple times/stack it every move? (if I have 4 of the same type)

Question 2 (For someone that has been to/played in world championship): During competitive and world championship play, after submitting deck lists to officials can you know what deck the other player is going to use in the next round, is it set permanently/changeable and what are the costs of changing it?
 
Not sure what going to the world championships has to do with anything, but I judged there if it’s somehow relevant :)

Abilities can be used as often as they say they can be used. Most are once per turn per Pokémon that has it (Munkidori for example). Some are as often as you like (Gardevoir ex). Some are once per turn total (Fezandipiti ex). Some are different.

For question two: no, you never know in advance what your opponent in playing officially (in TCG). You might find out if they’re on stream or a friend played against them. Decklists are only used by judges to check deck contents, mostly at more-or-less random.
