BW/BW2 Question - Winter Regional Event Cloyster EVs?

Hey all. I have a question regarding the Cloyster which you can download at this weekend's Winter Regional Championships.

As we all know, it is exactly based on a Cloyster that was used in last year's World Championships. Does this mean that it will have its EV training properly completed or we must proceed to do so once we get it?
