Yes, you can becuase the Stage1 evolves from the Fossil.

So you can candy a Stage 2 from a fossil, as well as a Stage 1.
 
Remember, by fossil only the "basic" fossils count.

You cannot use Strange Cave to lay an Omantye then candy it IIRC.
