Lets say i use a dusk ball and dont get any pokemon in the 7 cards pulled from below the deck. Does it come back to my hand due the fact it didnt worked?
im 99% sure the answer is NO, but i want to eliminate that anoying 1%.

You cannot put the card back in your hand, but you can do anything besides that. Shuffle your deck, look at it, even stare at it. There's no time limit. Not until the person get's angry and bad stuff starts happening.

^Theres a 30 second time limit per every play that involes the deck (I believe). Otherwise I would be running t2 quickatune and play a duskball and look at my cards for 30 min and then win t2. :/
