No. Read the Sp. dark again. I believe it says something like "adds 10 damage to the ACTIVE Pokemon"

Usually when you're adding damage like that (i.e. pluspower) it only affects the active pokemon and leaves out the bench. So, you snow play would do 40 to the active and 20 to everything else (which isn't bad).

And just so you know, there isn't a Weavile from Legends Awakened, even though there is a Sneasel. I believe you mean Weavile from Secret Wonders.
