Ruling Question

Ex:
I attack with my Empoleon PL using Hydro Impact.
It says i can not use Hydro Impact next turn.
Next turn i switch Empoleon out and switch him back in.
Does the setting for the attack reset since he was retreated
and made active again letting me use Hydro Impact again?

Yes, the effect is removed and you can use the attack again. It is like Regigigas Lv. X, something that had the same limitation but used switches to get around it.
