Ruling Questions about modified format

Hi im new to these forums and I have some questions
1.So I cant use any of my sandstorm ex pokemon(no wailord ex:()?
2.Am i still allowed to use Ex series promos(from before ex deoxys)?
3.How long till the modified format rules change?(cause I dont really want to waste money on a good deck that I will have to remake soon)
 
1. No.
2. Probably not. You'd have to list them, but if they came out before Deoxys then no.
3. Modified changes at the end of each Worlds tournament, which is around July/August each year.
