Ruling Questions about Tentacruel LA

[.] Tentacle Tease: Choose up to 2 Energy cards from your opponent's discard pile, and attach them to your opponent's Pokemon in any way you like. Then, do 20 damage to each of your opponent's Pokemon that had Energy attached, for each Energy card you attached.
[W][C][C] Dangerous Toxin: 60 damage. If Tentacruel has fewer Energy cards attached to it than the Defending Pokemon, the Defending Pokemon is now Poisoned and Paralyzed.

Q1: By saying "Then do 20 to each of your opponents pokemon that HAD energy" does this mean that say you attach an energy to a numel that didnt have energy attached. That means it doesnt do the damage to numel, becuase it didnt have an energy attached before the attack, right? or the opposite?

Q2: By saying "do 20 damage" and " for each Energy card you attached." does this mean if i attached 2 energy cards to their pokemon, it does 40 to each with an energy attached? or only 20?

Here is what it does, if I understand it correctly.

First: You attach up to two energy cards from the discard pile to the active pokemon.
Second: Count the number of energy cards you attached.
Third: For each energy you attached, you do 20 damage.
Fourth: Put the damage on each pokemon that has any energy attached to it.
