Ruling ??? quick and easy???

Basic rules: When a Pokémon is asleep, it's turned 90° to the left. When it's paralyzed, it's turned 90° to the right. When confused, it's upside down.

A card may only be rotated in one direction, it's either asleep, confused, or paralyzed, never in a combination. However a Pokémon may have any number of condition markers on it.
 
Yes, it can. Sleep, Confusion, and Paralysis are the only things that can't all be on at once. The easiest way to remember is just to recall what stopped a Pokemon from using Powers way back before Expedition (Like, this Power can't be used if such-and-such is Alseep, Confused, or Paralyzed.)
