Ruling Quick Question About Double-KO

If I have a move that does recoil (or an ability like Rough Skin knocks out the attacker) and both Pokemon get knocked out by the attack, which player promotes a benched pokemon first?

Does it make a difference whether it was self damage, versus an ability like Rough Skin?

Rough Skin: If this Pokémon is your Active Pokémon and is damaged by an opponent's attack (even if this Pokémon is Knocked Out), put 2 damage counters on the Attacking Pokémon.


edit: and would I be correct in assuming that the prize cards are taken BEFORE promoting someone from the bench into the active slot?

And, no, it doesn't matter what caused the damage.

Replacing your Active Pokemon is part of the KO action, so you need to complete that first before drawing the prize card/s
