Ruling R-Gon question

Ok, let's say I have an active Flygon ex delta. I just knocked out one of my opponents Pokemon. Now, let's assume he brings up a bsics Pokemon. What happens first? Sand damage, or the bringing up of the basic Pokemon?

Sand Damage cannot apply until the game resumes, so a pokemon must be promoted before Sand Damage is applied. This is to prevent pokemon from getting knocked out pre promote and give that guy with 10 HP's left a chance to survive. If it applied before promotion then SD would be broken.

It would be bringing up the basic before SD.
Reason:
1. Sand Damage is activate during the between turns (after a player's turn & before the opponent's turn)
2. Replacing the knock-out pokemon with a new pokemon is consider being done in the player's turn & not betwwen turn.
