Strategy

Fill your bench up to have Raichu hit for 100 damage for a DCE with Circle Circuit also against EX's with Silver Bangle attached it'd be doing 130 or 200+ against Empoleon, Lugia EX, and Yveltal EX. Keldeo EX is in the deck as a check against Landorus EX which counters Raichu easily with Hammerhead for a 2HKO. Electrode is in the deck for Magnetic Draw which combined with Bianca allows me to draw 4-6 cards a turn. Scramble Switch is self-explainatory since you can easily transfer DCE's on the bench to the Active while switching.

Level Ball seems pretty good in here for getting out Basics and Stage 1's for this deck although Evosoda helps get my Raichu's and Electrode's out faster depending on how many Pikachu's and Voltorb's I get out on my bench. I hope to get this deck built for a good friend of mine whose been wanting to get back into the Pokemon TCG and since it has 2 of his favorite Pokemon being Raichu and Mewtwo it's perfect depending on how well it performs. I do think this deck has amazing potential after XY is released that could give Empoleon a run for it's money being a Tier 1.5 deck at the moment. So any suggestions, advice, and feedback is greatly appreciated. ;)
 
If you think you need the 10 extra you could just do a split count of both. I'd personally just go with muscle band
 
I enjoy the look of this deck, and it looks to have quite a bit of promise, especially with Lugia and Empoleon running around with their Electric weaknesses. However, I must ask, why do you not run Juniper or Sycamore?

Also, have you considered running Empoleon in this, perhaps in the stead of one or two Electrode? Not only does he provide draw power, but he utterly demolishes Landorus. If not, then I would probably add Mr. Mime in his stead, if you are truly worried about what would become of Raichu and a benched Pika after a Hammerhead or two, or even Night Spear.
 
I love Raichu as a concept-but I fear your Enhanced Hammer weakness. A variety of other top tier decks sometimes tech in one and against a Darkrai/Hammer player, they have access to it multiples times enough to shut you out of a game after hammering you once or twice. You seem to rely heavily on Electrode's draw power and alot of shuffle draw. Have you considered Shauna? Its a weaker PONT, granted, but it's a nice shuffle draw that puts you in the range of an easier Magnetic Draw or can net you a bigger gain off a Bianca the following turn.

I would consider maybe adding some basic energies just to keep you in the game and/ore perhaps some prisms/rainbows so you can utilize Keldeo's attack and snag the OHKO on Landy if you're that worried about him, though I don't see him as much of a threat (?) given that Genesect/Virizion, Keldeo/Blastoise and RayBoar are running rampant right now.

So it sort of turns into a teched Big Basics deck (?) but has more focus on getting a Blow Through while building a Raichu on the bench. Your damage output should be such that you can come in with Mewtwo or something else after Raichu has CC'd people or you've wracked up damage with Blow Throughs. Prisms are here since everything is basics and giving free retreat via Fairy energy is just busted. You can always substitute a couple of basic fairy energy in its place for free retreat on your bigger guys, but I still included a few switch cards to get you out of tight spots. I left a balance between bangle and band simply for the fact that if you face ex's scoring extra damage with bouff's attack + bangle or Raichu hitting 130 and bands are there for everyone else who can;t use bangles but don't mind a boost in damage.

Orrrr, you can always go the laserbank route, but with all the VirGen decks running around, that would be 6 dead cards.

Overall, love the idea! Can't wait to see where this deck takes you :3

With ONLY 4 total energy in your deck and NO search card (i.e., Computer Search) to get a DCE, and NO way of recovering these energy when discarded, what has been your playtesting experience in playing against some of the "top" decks? How quickly (on average) were you able to attack?
 
Well I haven't actually playtested this deck since I don't have all the cards for it on me compared to my only deck at the moment being Empoleon/Dusknoir however when I first saw Raichu get spoiled in XY I felt like it had potential in the current format so I went ahead and posted a decklist of it here to see If it can become competitive or not.

Raichu could be one of those decks that looks good on paper but might not live up to people's expectations in action. It's definitely a better Rogue deck idea than Trevenant/Garbodor which easily gets donked by Darkrai since Trevenant needs to be Active to use Forest's Curse and that Dark weakness is brutal. If you're going with Item Lock you're much better off with Gothitelle over Trevenant...
