Strategy:
Get out 1-2 raichu(s) turn 2 or 3 with 1-2 elektrik(s) on my bench. Start hitting 100 with raichu at least turn 2, then dynamotor(elektrik's ability) my benched raichu. If not send out a zekrom for a buffer, or if facing a donphan, send out tornadus with eviolite. Sage's for draw power and putting lightning energies in the discard for my elektrik.
 
I say you should take the revive out for 2 super rod and two dual ball. Since you only have two collectors, the dual balls can help get out the needed basics during a match and the super rod help get back KO'd Raichus and Elektriks
 
Or better yet, max collector. I made a similar deck once for a friend of mine. I also don't think you really need rescue/revive. You got thick attack lines and a good secondary attacker in Tornadus. A deck like this should be thinking about speed and possibly disruption via catcher. I myself would consider dropping Zekrom altogether, add a couple more Tornadus (you'll want more than one if you face Donphan) and swap the Raichus with Raichu Prime. Raichu Prime's Increase Voltage power could be useful in this deck given the energy manipulation you've got right now. This would help you set up and attack with Raichu more often, and for a bit more damage. I'd probably say go 3-1 if you're worried about Umbreon or somesuch, and it also means you can move the energy with Eelectrik more reliably. I'd also consider a very light Pachymin engine (2 Pachirisu, one Shaymin). The Pachirisu can drop energy very quickly while you're setting Eelectrik up, while Shaymin can move it to your active attacker, or Raichu Prime can do this if it is active. This also gives you a donk option with Tornadus. Overall it's a similar idea, but I think it gives you more options overall.

It looks like a lot, but I feel this takes the deck idea and makes it more consistent, without really changing the core concept of energy manipulation and fast attack from a rather UU main attacker by Raichu. Let me know if you like it.

i won't do that because it takes away from the whole idea of the deck. i dont want to donk, because if i take out the zekroms it would be pointless to put in the shymin and pachirisu. raichu only needs 2 turns to set up regardless, and it has free retreat. Raichu prime does 120 yes, but it has 1 retreat cost, one more energy cost, and only 10 more hp. i am not trying to sound rude, but what does that accomplish? both of them are pretty low hp/ high attacking pokemon.but other than that, i might try out all the other changes you told me to.

the rescues are for elektrik so they dont die mid game and for tornadus trolling. but super rod maybe if i can find mine and i will probably try dual balls.
 
Raichu Prime can move energy to itself, Raichu HGSS cannot. This takes advantage of Eelectrik's energy recovery. Set up two of those, pick up two of the discarded energy from the discard, attach a third. Rinse. Repeat. It seems a lot less clunky than using...Thunderbolt Raichu? I assume, with two drops. Eelectrik can't set up the active after all, so you need some other way to power up. 100 damage is also pretty lackluster in this meta. 3 pluspowers to take out the dragons (four for magnezone/feraligatr, and emboar needing four and a junk arm) isn't that good.

Tornadus is just there for a Donk option rather than straight up donking, if I was suggesting a donk deck, I'd have changed it to straight ZPST. You could drop Shaymin if you don't want to donk at all, but options are nice, especially if you have Gothetelle, which this deck does autoloss to if you can't KO key pokemon fast enough. T1 attacks can help that cause.
 
^ That doesn't mean you can't make it good. Regular raichu just doesn't work. You can't have a good consistent damage output. Eelektric is only on benched pokemon.
 
What Zack is getting at is a hit and run strategy. He attacks with raichu t2. Then t3 he powers up a bench raichu and retreats to it to attack. Thus way he doesn't necessarily need to attach each turn. Plus this way he can power up a bench tornadus/zekrom with his attach each turn.
 
^ Hmm. I get it now. Now that I know what to do, regular raichu is probably better than raichu prime.
