First, please bear with me, as this is my first time trying to construct a semi serious deck.
Strategy: This deck is intended to bear a resemblance to Turbo Darkrai, and I looked at some Darkrai lists for a bit of influence. The primary difference is Raichu being a stage 1, and relying more om abilities to continue pulling energy out of discard and attaching it. The Raikous are your favored starters, with Pikachu being acceptable as well.
Your end game is to get at least one, if not both, Eelektriks on the bench as fast as possible. From there, accelerate energy from the discard onto your pokemon and have at least one, if not two, Raichus powered up. Raikou BKT is there as a back up attacker who can handle extra energy, while the other Raikou adds additional energy retrieval, if needed. Koko GX is a flex option. If you can't get more than a handful of energy out quickly, you can bring him out, absorb energy (with at least three in play), and start hitting for 130. Or, bring him out mid or late game to use his gx and OHKO a tough pokemon, either for the win or to at least disrupt them.
This is a rough list, but I think is heading in the right direction. Please, let me know your thoughts or any changes you would suggest
