Strategy:
Use Pachirisu and add 2 {L} to himself, and use Shaymin UL to move them to Pika/Rai Chu (pends on if I evolved Pikachu.) When I need energies in my hand for Raichu lv.X's attack, I use Delcatty to topdeck two {L} and use Interviewer's Question to get 2+ energies. Then I'll start.

First time: Ill hit for 120 (EB: 140) and maybe take a prize, and snipe with Raichu lv.X and hopefully take 2 prizes.

Second time on: Ill snipe again, hopefully for a new prize. And start charging up Raichu Prime for more prizes.

Yeah. The deck is strange.

It'll let you search your deck for energy without giving up your supporter. Also, to consistently be able to drop pachirisu you're going to want to max seekers. Instead of Delcatty i reccomend adding a 2-2 bronzong SF line, and some energy returners from UL. Also, palmer's contribution is preferred over flower shop lady. I don't really see why this deck needs 3 twins, as it's pretty speedy itself. You may want warp energy, unown Q, or switches/warp points so you don't have to pay for retreat cost. You might also consider teching in a manetric PL instead of bench shields to prevent your opponent from bench sniping your pachirisu.
EDIT: Azelf. You don't want your raichu LV.X to be prized.

Because he's my favorite pokemon, and I like to use my favorites.
 
Solid deck list, but I agree with WhimsicalBox. Would run much smoother with Bronzong SF, and would take away the need for so many interviewer's questions.
Allowing you space for another Fisherman/Energy Returner, and Azelf.
Well, even if you choose to keep in Delcatty, I'll suggest:

Maybe replace Raichu HS with another Raichu X?
And take out a Interviewer's for another bebe's.

I'm sorry but why the eff would you switch out a search card for a search the discard card? It is the most needed card in any electric deck. Instead why not switch out 2 fisherman for 1-1 bronzong sf, they do the same thing.



I play electric, thats all I do, you can ask crow. Anyways here's my suggestion for you're pokemon line...

2-2 raichu hgss/lvx (why, because hgss is faster then prime is, in electric deck's it's alwasy speed over power, because speed will over power, for instance whats fast t3 200 or t4-t5 240?)
2-1 uxie X (uxie X is a great card)
2 azelf
2-2 delcatty (since you seem to like it so much)

As for you're T/S/S line, if you noticed that I took out pachirisu is because it's a waste of bench space that you need for raichu, and you could just add in 1 more collector so it's not an issue. I suggest that you either take out the bench sheild's or add manectric PT as they don't really come in handy that often

^ Bronzong SF gets Energy from the deck. NOT the Discard Pile.

Maybe focus on Raichu Prime because it benefits from Pachirisu TM most in this deck? Pachirisu TM attaches 2 Energy from deck to itself, move Energies to Raichu Prime blablabla (I'm sure you know all this already)

I've seen it played and the only problems with it is consistency and the trouble of getting back Energy.

Seeker (up Pachirisu TM) + Delcatty PL is actually a nice idea. That way you don't burn Energy as much. Maybe run some VS Seeker, if you don't want to max Seeker, or as a backup option for recycling Seekers.

EDIT: Not Pachirisu TM lol, Pachirisu CL is what I meant.
