For those of you unfamiliar with the idea behind raichu prime, it's to set up raichu by using both it's ability, and the ability of pachirisu from CoL. Because pachirisu allows you to attach 2 lightning energy to it when you play it to the bench, and raichu allows you to move lightning energy from other pokemon onto it, you can have attach all three energy to raichu in one turn.
Obviously raichu is very heavy on discard, and you need lot's of energy in your hand to attack consistently. This is the reason behind Energy Returner x4, which when coupled with Bronzong SF allows you to return discarded energy to your deck and then immediately search it out using Bronzong's ability. This reduces the need for fisherman, and allows you to use other supporters, such as seeker, to re-use your pachirisu.
Raichu LV.X is an interesting card that has been in the format for quite some time, but has seen little play. When you level up raichu into Raichu LV.X you can use raichu LV.X's attack, voltage shoot, to do 80 to anything, and discard energy from your hand. By itself that's nothing special, but when you take into account it's poke-body, which allows it to attack twice the turn you play it (provided you use voltage shoot), giving you the ability to take a quick 2 prizes. As this deck is very heavy on seeker and SSU, and Raichu Lv.x has free retreat, you can easily pick it back up and play it again.
This deck has a number of glaring flaws in it, and almost autolosses to certain decks. Raichu prime is incapable of KO'ing donphan prime, who can easily take out raichu's for only one energy, causing a horrible matchup for raichu. Secondly, raichu is completely reliant on poke-powers to attack, and any deck running mesprit LA can shut down raichu entirely. It should also be noted that DGX locks raichu LV.X's pokebody, but that doesn't affect the deck too much. Raichu does hit for high damage, but is very frail, and fails to OHKO many high-health pokemon, while they can easily counter-KO. Things like Machamp prime and other pokemon with more than 120 HP, can take two prizes from raichu, while you have to burn 6 energy to take just one.
