Well here's the deck I played at Cities but I might tear it apart for a new deck since I've been doing absolutely horrible against Darkrai/Hydreigon which has been a really difficult matchup for me so far that I need help improving on with.

Strategy of the deck is to get a bench of Eelektrik's going to Dynamotor on Raikou and Mewtwo while being able to bench snipe with Raikou's Volt Bolt although through out most of my games it seems that I rely too much on Mewtwo for X Ball than Raikou for some reason. Skyarrow Bridge helps me promote Raikou for switching into Mewtwo or other Pokemon possibly. I have Zekrom EX in this deck as a tech against Hydreigon but sadly I don't get enough board advantage going let alone energies in time to counter against Darkrai/Hydreigon where it'll be able to Night Spear my setup before I have a chance to swing hard with this deck, that and Max Potion neuters any sniping from Raikou.

If that wasn't bad enough with decks running Sigilyph with Safeguard and Terrakion tech's against Eels it makes this deck even harder to do well in that matchup. I figured that since Garchomp/Altaria hasn't been doing that well at Cities lately due to RayEels I might as well run 4 Prism Energy with a Terrakion NV tech against Darkrai but it seems a bit risky. One of my friends suggest that I should run Bouffalant from Dragons Exalted over Zekrom EX to help against my matchup easier, it can do 120 damage to an EX with a DCE and 1 extra energy which is nice added it's ability Bouffer with Eviolite attached, then again Max Potion would just make the attack pretty pointless but I guess it's worth a shot I suppose. If I do decide to go with Bouffalant from Dragons Exalted and run Eviolite then what should I take out for them?

I like that you have a strong focus on Mewtwo because in my experience with Cities, Keldeo has been dominant. Having Mewtwo and energy acceleration is really important in keeping up with them, as well as coming out on top of the inevitable Mewtwo war. If I were you though, I would replace your Raikou EX's for Rayquaza EXs. I would also take out 1 DCE 1 Cheren and 1 Super Rod to add 3 fire to balance your deck out. You may find that further changes would benefit you more from switching over to Rayquaza as well. You could also take out a Max Potion for a 4th Eel.

I normally don't suggest completely changing the main attacker for decks, but in this case it all comes down to a meta call. Raikou is not a bad card, its just that your fighting weakness is going to hurt. A Dragon weakness is much more favorable, and the 1HKO factor of Rayquaza can be game changing in this meta. Either way whatever you chose to do, I would bump up to a 3rd Mewtwo as it will be important.
 
I have a 3rd Mewtwo EX and I shouldn't have any problem getting 3-4 Rayquaza EX since it got reprinted as a Tin Promo. That and I have $20 left on both my eBay gift cards to pay for all of them so yeah. Do I still need to get the Short Print Rayquaza for this deck since I'm changing this deck to RayEels? I've seen it played for that kind of deck and I remember getting donked on Turn 1 by it in one game I played before. Seems like it'll be a pain to get ahold of since it's about almost $40 a piece due to being a Short Print Secret Rare.

As for what you said earlier, yes a Dragon Type Weakness is favorable but in a matchup with Darkrai/Hydreigon they can just attach 2 Prism Energy to Hydreigon, Dark Trance energies from Darkrai EX, and switch into Hydreigon with free retreat to one shot Rayquaza EX for 280 damage with Dragonblast let alone the attack is rest assured with a single Catcher so they're going to get 2 prizes either way. The trick is to take out Deino before they Rare Candy into Hydreigon and If you can't then you might as well scoop for game I guess. All they need to do is draw into Skyla or Sableye and that's it.
 
They have to use blend energy's but remember that they also have to discard 2 energy's to Dragonblast which can be pretty painful. I wouldn't be worried about Hydreigon too much if I were you though. Remember if you can get fully set up you can 1 shot an EX every turn. DV Rayquaza is more of a player preference card IMO. I think it would be good to have a copy of it along with Zekrom for Sigilyph counters. Zekrom will be a great 1 of just because it gives Tornadus EX a really hard time. Tornadus isn't too popular but you will see it nonetheless. Also don't ever scoop a game because they get Hydreigon out. Remember than you have the 1HKO factor! That's Hydreigon's big weakness because they rely on Max Potion to keep their EX's in the game. You will want a higher switch count as well as a minimum of 2 Tool Scrapper. It won't be fun to Dragon Burst for 160 and be 20 short of the KO. If your still worried about Hydreigon though wait till they fully load a Darkrai with 3 energy, that way you can take their energy off the board. They have dark patch to accelerate energy, but its not always enough. Finally I wouldn't see you needing more than 2-3 Rayquaza EX. Your mission early game is to get 3 Eels out, 3-4 lighting in the discard pile and then finally a Rayquaza with a fire energy attached on the bench. The quicker you can do that, the better off your gonna be long term

I forgot Darkrai/Hydreigon uses Blend instead of Prism, my bad. So with Regular Rayquaza reprinted in Dragon Vault that should be easy for me to get since it's close to $5 a pop. The Tin Promo Rayquaza EX's are about $7-10 a piece added with the Rayquaza from Dragon Vault about $5, I might be able to get about 2 Rayquaza EX's at best using up my eBay gift cards and probably wait to order a 3rd one down the road.
