okay, say i attach a castform to Raikou, does the power still apply?

In my opinion the answer is NO because a castform is NOT a L energy card, otherwise it would say L energy. Doesn't L energy card mean a L BASIC energy?

Yes.

No. It means anything that provides Lightning energy. The word "card" is totally irrelevant. Castform is a card, too.

As for the Poke-Body, you check after the triggering attachment to see if it matches the condition. Castform provides Lightning energy once in play, so it satisfies the condition and triggers Raikou's Poke-Body.

If something intends to limit its effect to only basic Energy, it will explicitly say so. See Raichu MT for a recent example.
