I played Raichu a couple years ago and did really good with it. I would like to try again with him, but unsure if he is even worth it. Here is a decklist I created so that hopefully he would have a chance to be competitive again. Spiritomb start to slow opponent down while you are powering up Raichu, since he takes 3 energy and you can't skip corners with Double Colorless. Manectric to help protect your bench long enough to get a Raichu going. Once you get one going you are able to take two prizes right away then you can work with sniping. He used to be a great card I am unsure if he will work still. ERL in there to kinda finish the game, if needed you can take out their uxies and Azelfs. Manectric can bench hit also. I have 1 Prime in there for that hard 120 hit and 2 UD Raichu because they also hit bench and are a little faster at attacking if needs be
