I have 2 questions about him.

1. Can you rare candy a skull fossil to him?

2. If you use mold breaker it says reduce 20 damage done to him by attacks. Does that mean if I used mold breaker 1 turn and head smash the next to KO, head smash only does 20 recoil?

To add on to the first question, the only reason why you can do so is because Rare Candy works on a basic Pokemon only. In your hand/deck, Skull Fossil is a Trainer card. In play, Skull Fossil is a basic Pokemon, so Rare Candy can be used.
