Could I rare candy, say, an Azurill into an Azumarill? The only way to evolve Azurill into Maril is through Poke'Power and not through normal evolution, so would it also be unable to be candy'd to Azumarill?

On the card on the left there is text that says basic, baby pokemon are both basics and baby pokemon, in such ways that you can search for them with dual balls as well as mentors. Therefore the rare candy says place a stage 1 or stage 2 pokemon on top of a basic, therefore you can evolve Azurill(Basic) into Azumarill(Stage 1).
