ok, i read the sticky on rare candy/wally's training and i also did a search but i still did not answer my question.
So now im making a new tread..

Q. Can I use Rare Candy on the first turn of a game (when Pokémon are not normally allowed to evolve)?
A. Yes, this is now permissible. (Jul 22, 2004 PUI Rules Team)

This quote is from the sticky..

Now what confuses me is that I thought that you CANNOT play trainers on the first turn of the game, so then how is that answer a Yes?

I'm thinking the answer should have been: No, because trainers aren't allowed to be played during the first turn of a game..

you can use rare candy first turn..if you go second that is

Then that would count as the "Second Turn of the Game" and not the First..

wouldn't that be correct?

but quotes from sticky says Game and not player's First Turn T_T

Q. Can I use Wally's Training on the first turn of a game (when Pokémon are not normally allowed to evolve)?

It's implied.

wait, It's implied that it is allowable that the person who goes second can use trainers to evolve pokemon using a rare candy normally wouldn't have been able to evolve now can evolve?

Or is it implied that the first person who went first could play a rare candy to evolve their pokemon even though trainer cards are not allowed?

consider this example: Two people battling and I'm watching. Player one goes first because he won the coin toss against Player two.

First turn of the game/Player one's first turn: He has an Abra as the active and no bench pokemon. In his hand he has 1 Alakazam, 1 rare candy, and 4 Psychic energies. He attaches 1 Psychic energy to Abra and ends his turn because he is not allowed to use trainer cards nor can he attack.

Second turn of the game/Player Two's first turn: He also has an Abra as the active pokemon and no bench. In his hand he has 1 Alakazam, 1 rare candy, and 4 Psychic energies, just like player one. He attaches 1 Psychic energy to Abra. But then he COULD use his rare candy to evolve his Abra into Alakazam and he COULD attack, given the fact if he had enough energies.

Does that sound right? If it is then the quote should ask: Can I use Rare Candy on the Second turn of a game (when Pokémon are not normally allowed to evolve)?

The player who goes first - has the first turn of the entire game - cannot play Trainers of any kind during his turn. He can, however, attack, if he has sufficient Energy attached to his Pokemon.

The player who goes second - second total turn, but his first turn - can play whatever he wants.

If you'll notice the date on the ruling, it's from 2004. When that ruling was fresh, the person who went first - very first turn of the game - could play anything he liked, but if you got the first turn of the game, you didn't draw a card at the start of your turn. This has since been changed to say that during the first player's first turn (and only the first player's first turn), he draws a card as normal, but cannot play any Trainers, Supporters, or Stadiums from his hand.

The restriction of no Trainer cards on the first turn only falls on the first player, and only on his first turn. The second player has no such restrictions, even on his first turn.

oh i see, i didnt noticed the ruling was from 4 years back o_O

i didnt bother to check because i thought it would be updated every so often
