Ruling Rare Candy overrides evolution powers?

Now this question is about unlimited playing so please don't reply simply by saying it's out of format and it can be ignored...

Q. Does Rare Candy override evolution-preventing effects such as Fossil Aerodactyl's "Prehistoric Power"?
A. Yes, you can use Rare Candy when Aerodactyl's Prehistoric Power is in play. (Sep 18, 2003 PUI Rules Team; Jul 22, 2004 PUI Rules Team)

== PRIMAL AURA (Kabutops - Skyridge)
Q. Can I use Rare Candy on my Pokémon to go to their evolutions if either Kabutops or Omastar from Skyridge is in play (with the powers/bodies that stop evolution)?
A. You could not use a Pokémon's attack or play a Trainer card to evolve your Benched or Active Pokémon, unless the Evolution card you would be putting into play comes from somewhere other than your hand. So Rare Candy cannot be used, but Wally's Training can (when referring to the Active Pokémon). (Aug 5, 2004 PUI Rules Team; Aug 12, 2004 PUI Rules Team)

Now here is what the Fossil's Aerodactyl power says: "No more evolution cards can be played." And here is what the Skyridge's Kabutops / Omastar poke-bodies say: "As long as Kabutops / Omastar is your Active Pokemon, neither player can play Basic / evolution cards to evolve their Benched / Active Pokemon."

The question is this: in both cases evolutions are being played from the hand, why can Rare Candy be used when Aerodactyl is played, but cannot be used when Kabutops / Omastar is in play?

In fact, I have already e-mailed the compendium about this incorrect ruling, and guess what: they simply told me it's already out of format and they are not going to overrule it. >.<

I'm almost positive that the Kabutops and Omastar ruling is simply out of date and was never updated. Aerodactyl had originally been ruled to stop Rare Candy. I believe they just forgot to update Kabutops and Omastar when that ruling was overturned.

maybe they don't want to update it cause it's already out of format(i think)...
