Ruling Rare Candy to LV.X?

Can you use a rare candy to go from a stage 1 to a Lv.X?
For example, can you use rare candy to play Torterra Lv.X on Grotle?

No, you can't do that.

Lv. X "level-up". They don't evolve. Considering their the same Pokemon, no you can't do that. Leveling up is completely different from evolving.

no... you have to have an active _________ (ex. Infernape) to play the lv.X of him, so you could basic chimchar RC Infernape and next turn go to lv.X!

yeah and you cant evolve then level-up on the same turn because it somewhat counts as evolving ( the "not able to evolve the same pokemon twice in one turn" effect
