ok question about rare candy can you in the same turn bench a pokemon and then use rare candy to evolve it or do you have to wait next turn to evolve it with rare candy?

Rare candy breaks all rules of evolving. That includes first turn, effects of thee opponent, or anything else. The only time you can't play RC is T1 when you can't play trainers.
