Ruling Rare Candying a Fossil.

This occured at my Nationals Saturday. Someone Rare Candy'd a Mysterious Fossil into the new Omastar. The opponent called the Judge because he thought Mysterious Fossil was not part of the official evolution line. He/She called the Head-Judge because he/she didn't knew if it was allowed. The opinions were spread out.

So my question is, can you Rare Candy a Mysterious Fossil into the new Omastar or a Helix Fossil into the old Omastar?

Yes. There are valid evolution lines for both of those in the format.

Mysterious Fossil -> Omanyte (PK) -> Omastar (MD)
Helix Fossil -> Omanyte (MD) -> Omastar (PK)

So Rare Candy is usable to go from either fossil to either Omastar.
