Ruling Rare Card

I just bought my first Diamond and Pearl booster ^_^. I thought you got one rare and that was it, but I was surprised to see a foil Manaphy and foil Cascoon. Now the Manaphy seems foil everywhere, while the Cascoon is only foily on the next and stuff. Is that a reverse foil?

Is one kind of holo rarer than the other? Also, how rare is it to get a holo in a pack? Let alone two. And lastly, is Manaphy rare?

Well, according to some other thread, there is a guarenteed Rare, and a guarenteed rev. Holo. If the rare turns out to be in the RH section, it'll end up as two holos. Rare Holos are more important than Rev. Holos as Revs can be an a basic Pokémon, which doesn't really help. It probably increases value minorly to collectors, but none at all to players.
