The idea here is to get a couple Raticate Break and an Ariados out as fast as possible to start taking OHKO's on anything not grass-type. You can also use Faded Town with Raticate Break to OHKO Mega Pokemon. You're going to lose a few Pokemon in the process, so you could go with three Super Rod, or one Karen and a Super Rod (and a Special Charge).
The new Rattata coming in November's Evolutions set is going to be a great addition to this deck, because for one it has 40 HP instead of a measly 30. But the ability is also really good in a format crowded with Mega Pokemon. To be able to discard an opponent's Spirit Link turn one or two could be huge.
Cobalion is a fitting late-game attacker because the deck doesn't run any EX's and that means your opponent has to take 6 knockouts to win the game. Getting a few rats up in that amount of time is very doable, and this list sets up occasionally in 2, usually in 3 turns.
