Ratio of RevHolos in HG/SS boosters

So I just bought my second HG/SS booster pack, and besides the stinking pile of mehness that was 9 of the cards, I got a RevHolo Giraffirag. The first pack I bought contained an RH Ledian.

This got me wondering, what are the chances of getting RHs? Do they count as the one shiny/prime/LEGEND that is the average good card in the pack? Or is it totally blind luck and the most random of coincidences that i got 2 RH for 2 boosters?

You get in each booster a RH.

...I thought you always got a RH in a pack unless it was the prime/legend/shiny?

EDIT: yeah ok this thread confused me.

You get a rev holo in every pack unless you pull a prime then you'll find that in your Rev spot
