This deck probably wont work AT ALL, but it was still fun to think about :). Also let me preface this with if they rule Electrode as knocked out if he gets sprayed, I wont even entertain this deck.

Basic Strategy:
Use Electrode Prime to give you the Prize deficit to use Twins and Blackbelt, as well as giving energy to RayOxys so you hit for 150 taking two prizes each turn. Again, not gunna top any Cities, but I still want to try it.
 
I suggest that you need a starter. Jirachi works nicely, Bebe's, Detour, LEGEND T2:

-1 Black Belt (4?)
-1 Pokemon Communication (For Bebe's and Detour!)
-1 Azelf (2?)
-1 SSU (Doesn't seem necessary)

+3 Jirachi (Starter)
+1 Bebe's Search (For Detour)

Otherwise sounds like a great deck. I disagree with the Power Spray + Electrode Prime ruling because Power Spray says "Prevent all effects of that Poke`-Power." And, Knocking Out Electrode Prime is "an effect" of that Power.
 
Yeah, I had been doing some tweaking and hadn't updated this... I realize 4 black belts (if any) was stupid, and I also cut down the Azelf line. I also thought of using Jirachi, except I had delusions of grandeur with using Twins twice in a turn... hahaha. Makin the changes.
 
@ Deckmaster: Isn't Electrode prime immune to Power Spray? Not immune like that it can't be blocked but not KOed after the card blocks it. Because as I see it, there is a dot at the end of the first sentence. You do not KO Electrode to look at the top card but you first use the power then KO Electrode because of the full stop. Is that true?

I know this isn't in the mechanics thred but it seemed apropriate.

Although there is no official answer, due to the wording on Electrode Prime (in English - you can disregard my opinion in that topic as it was based on Japanese wording), I would say it is Knocked Out even when Power Sprayed, yes (because Electivire FB et al. still end your turn when sprayed).
