Hello everyone,
I've been working on a new deck coming back from a break from the TCG game, and was hoping to get a bit of feedback on the current proxy deck I'm using before I begin collecting all of the cards for it.

I've used it for the past two weeks at my local league (which is nice enough to allow proxies) and it seems to work well. The ideal setup for this deck is to have the Keldeo on the bench, along with 3 Eelektrik, and having Skyarrow Bridge as the stadium while Rayquaza EX is the active pokemon. Use Keldeo's Rush In to get Rayquaza on the bench to recharge with Eels, then use your energy attach to retreat Keldeo while you bring up Rayquaza for the attack. Alternatively, you could use one eel on Keldeo to prep for the retreat, if you only need 120 damage from Rayquaza or didn't have an energy to attach.
I've found that Keldeo, while it does give 2 prizes for a kill, has also been effective when I need to stall the opponent for a turn or two to help my setup. An interesting advantage that I've noticed is that a common deck in my area, Darkrai/Sableye with Hypnotoxic Laser, can't keep me poisoned due to the switching of Rayquaza/Keldeo, and I can get rid of their Virbank City Gym stadium with my own Skyarrow Bridge.
The main question I have about this deck is whether or not I should use Zekrom as my secondary attacker, or use the non-EX Rayquaza. I have been using the Zekrom mainly because I had the cards, and it has seemed to work for me, but am not sure what the pros and cons of switching to the non-EX Rayquaza would be. Any feedback or advice is greatly appreciated.

I played this deck at States recently and did absolutely horrible with it, except I ran 2 Rayquaza EX, 2 regular Rayquaza from Dragon Vault, 4 Eels with Dynamotor, 1 Victini (v-create) incase I went up against Cobalion/TP Klinklang, and 1 Keldeo EX. If I had kept Zekrom in my list like you have I may have been able to secure a 5-2 record at States managing to beat Lugia EX which really caught me off guard in one of my matches.

Most people don't expect Lugia EX doing well compared to other decks like Garbodor, Blastoise/Keldeo/Mewtwo, Mewtwo/Landorus, or even Darkrai/Hydreigon with Virbank/Laser but it's a huge threat If you have no response to it on time and it's one of the most underrated decks in the format right now. Yeah, the problem with Eels is getting your Tynamo's out by Turn 2 or 3 or else you've pretty much signed a game loss on your match slip.

You may also need to run Emolga with Call for Family and Energy Switch but even then you'd be limiting valuable deckspace for other cards that could help you win alot more. RayEels isn't as easy to run as ZekEels was in HGSS-On, and having no Supporter to search for Basics like Collector did last format is a major pain in the butt. I'd take out Random Receiver for something else, maybe Mewtwo EX since it's still commonly played in alot of decks nowadays or a 4th Eelektrik. Cheren I might consider taking out for Colress, other than that good luck.
 
You could try using 2 Victini EX, they are insanely good on t1, allowing you to set-up your attackers at the same time you set up your eels.

That's too bad, though Lugia EX does appear to be an underrated card when there are only three prizes left. It can help eliminate the "7th prize" you draw if you end up sniping only one bench support with something like Darkrai (not that the "7th prize" is a huge issue, or that Darkrai decks should necessarily run Lugia).
I had tried the deck earlier, running two Emolga, but I found that I never really used them. They also appeared in my prize cards a surprisingly high percentage of the time, which is unavoidable luck, but it doesn't help you much to draw your prize and have it be a useless pokemon late game. I think I will remove the Random Receiver though, as it hasn't been all that useful since I will often have at least one supporter in my hand anyways.

That sounds like a good idea, and the Victini seems like it might be what I would replace the Random Receiver with. I'm just not sure about what else I could really take out for it, without sacrificing too much.

Yeah except Victini EX is easily countered by Keldeo EX for Type Advantage, and Sigilyph with Safeguard pretty much says "Come at me bro". Not to mention that it's not a good idea to potentially give your opponent 2 prizes or 3 with Lugia EX due to Overflow by using Victini EX to setup energies on your Pokemon early game.
 
Have you thought about using Emolga CFF? I use 1 of it in my list and it is actually extremely helpful, it lets you get 2 Tynamos with one Level Ball. I think that you could probably cut a Switch for it, I've found a 3/2 split of Switch and SAB works really smoothly. Also, Energy Search is very, very good in this deck. I would probably cut a Lightning and a Fire energy for 2 Energy Search, these have saved my life more than a couple of times to get the certain energy I need. It basically makes it so you have 10 Lightning and 6 Fire.
