Ruling RE: Attack choices

Okay, so I didn't get an actual answer on my main question in this tread: http://www.pokebeach.com/forums/thread-make-any-choice-the-attack-requires-you-to-make
so I'm gonna push it a little further.

Registeel's Triple Laser and Dodrio's Triple Pick attack has the excact same effect (except for Dodrio only being able to target evolved Pokémon). However the wording on them are very different.

Triple Pick says to choose 3 of your opponent's Pokémon, which is clearly done doing the B-part of the 'Full details of attacking' saying:
"Make any choice the attack requires you to make. For example if an attack says, "Choose 1 of your opponent's Benched Pokémon," you would make this choice now."
unless I'm totaly wrong about the context of that text.
Triple Laser however doesn't state to choose something, but just how the damage is dealt.
Would this still be a part of the B-part? Thus making it a choice that is made before, say and Sand-Attack flip.

Is it only attacks that clearly tells you to choose something that is under the B-part of the detailed attack order or anything that requires you to make a choice during the attack?
 
It's that Dodrio and Registeel EX actually do the same thing. The difference is that Dodrio was printed eons ago and BW cards had their wordings changed a lot.
