They come out today. They do not come with a pack. However, they can be useful because they're the only Black and White cards we'll get until the pre-releases. The actual set comes out the 25th. (The day after Easter… )

What is included in the packs though? Are they the same packs that were in the starter tins? Or are they different cards?

While the packs aren't in the theme decks, they include cards found in the BW set (so you can pull something out of the starter pack or something else).

The theme decks seem great, and I would buy Red Frenzy just for the Emboar
