Ruling ReflipTini and confusion roll

I believe the answer is no because first you check if you your attack succeeds. You aren't flipping coins as part of an attack effect which is what I believe Victini is more implying.~Mark

Victini is for re-flipping coins that are actually part of the attack. When you flip for confusion, you are checking to see whether or not you are actually attacking - and therefore, it's not the attack.
