Ruling Regarding the tins with the Lvl. X Pokemon...

Well, today I purchased the tin that has 4 boosters and the lvl. X Empoleon card, so I can hopefully run a 4-4-3-1 line when I get 2 more Prinplups. Anyway I looked at the bottom right corner and rather than it having the DP symbol or something like that, it says promo.

Can I use this in competition, or is it just for show?

If I can't actually use it I will be quite annoyed :p
 
Promos, as with any other card are subject to rotation. No level Xs have been rotated yet, and may not next rotation but otherwise, the date of the promo indicates whether it can be used. Some of the older tins: no.

You kidding? They have Empoleon, the beastly penguin, dodge BUBBLES. Not cool. (Sorry for being off-topic) Yes, they are legal, as well as the Infernape one and the Torterra.
