Just a list I have been working out because I think it'll be fun. I don't know if it'll hit the numbers it needs to to be a top-tier deck, but I think it has enough stuff to warrant a playtest, so here goes:

Obviously, I haven't playtested the thing, and I am sure some things could be moved around, but this is my first shot at making a list of the deck, and it probably won't change much before all the cards are released, aside from changes made from occasional discussion prior to the release of the set.
Essentially, the notable decisions, in my mind, I made when putting this list together were the following:
1) I decided against putting in fighting energy because I thought a 3 energy split would be too clunky, even with all of the energy search and recovery I have in the list mostly because Regirock requires 2 fighting energy to function as an attacker. As such, I decided that I would tentatively put in 3 copies of counter energy to function as a possible answer for multiple matchups and board states while I am behind, especially since it can power up all my pokemon in some way, yes, even Sylvally GX as a single colorless energy if need be. Additionally, I put 2 fighting memory in the deck as a more definite way of countering fighting weak pokemon, which may be more relevant at the time this deck will be legal because of new pokemon like Zoroark GX and Raichu GX, or even other Sylvally GX.
2) I chose Choice Band over Fighting Fury Belt. The reasoning behind this is simple: Choice Band lets Regice OHKO Volcanion EX and Turtonator GX. Additionally, Registeel now only needs to be banded to ohko Garde with energy instead of needing both Regirock and a Fury Belt.
3) I have one Skyla. I might sub this for something else or even add another once I test the list. I like it as a preliminary option because counter catcher turns Skyla into a possible Lysandre if you're behind, and with all the other items in the deck, it offers an out to get to all of the energy acceleration and other utility I am running in my trainers. Also with the addition of counter catcher, it also kinda functions like a Lysandre if counter catcher is in my deck and I don't want to use up a Guzma/ if all are unavailable.
4) I chose rescue stretcher over super rod because we already have 2 attackers that accelerate energy from the discard, so I am hoping that will be enough for energy retrieval, since otherwise, Rescue Stretcher is a better option for retrieving Pokémon.
5) I am running maybe a couple too many 1-of tech trainer cards. I am mostly focusing on Professor's Letter and Nest Ball with this comment. I like both of them because of the extra consistency options they individually offer the deck, and if not for the Garbodor matchup basically taking away my ability to move pieces around with Sylvally, I would
Possible techs/ other cards I would like to add maybe:
Oranguru: Usually I would be firmly in the Octillery camp because of the extra draw support, and I still think that is worth a mention, but with Sylvally GX, I think Oranguru would be better here because of the synergy. Additionally, it could function as an attacker in certain matchups. I put this at the top of my list because I am already considering dropping Letter or Nest Ball for him or even both, but my primary concern is bench space, since we will always want a Sylvally GX and at least one Regirock, preferably 2 for insurance on the bench, and that doesn't account for any possible Leles. I would like to put it in, but for now, I am not sure how much this deck wants another bench sitter.
Marshadow GX: Major disadvantage is he offers up 2 prizes, but on the flip side, he can use any of our pokemons' attacks aside from Sylvally, which includes Regigigas if you are so inclined, and he isn't a tool/ 3rd energy type that is a little bit clunky/ limited to specific situations.
Fighting Fury Belt: I like it because it makes you fairly bulky for a set of one prize attackers, but I prefer Choice Band for the damages.
Float Stone/ Switch/ Escape Rope, etc: If Sylvally GX ends up not being the play, then these cards may help deal with our huge retreat costs.
Brooklet Hill: Maybe in conjunction with Octillery, this would be a really worthy addition to the deck, as it would allow us to freely search for possibly multiple of our regis as well as draw support, in addition to being a counter stadium.
Octillery/ Remoraid: I would really only put it in if I subbed in Brooklet Hill imo.
AAAAAND I believe that is everything I have to say about the deck with the cards that I am aware of. I think the energy costs and initial damage output appear to be workable, and it looks like it will be a fun rogue deck with some possible potential.
