Yes, Promo Gigas Lv.X is the same as the SF Gigas, and same goes with Mewtwo. They are both tourney legal, with the same attacks and HP and stuff. The only difference is that they have different artwork.

but to tell you the true regigas isn't that good, i have a unlimited deck from df, my shellder and horsea both took down a normal regigagas so if you dont get it attacking fast my pokemon team would make him faint
