In the European 3DS's, Guadeloupe, Martinique and French Guiana are all under France, while in US 3DS's, they all have their own sections.
US 3DS's use a mix of the old map to distinguish locations in Trinidad and Tobago, so it's very hard to determine which locations have and haven't been listed as Vivillon locations, especially since the spreadsheet tends to contradict mapping system used on 3DS's.

Okay, since wasn't very clear, allow me to clarify what she means by "region cheating":

As you may or may not know, your game's natural Vivillon pattern is determined on the region that is set on your 3DS. By using two systems and two copies of X and/or Y, you can "cheat" in order to get patterns you normally wouldn't be able to get by setting the region of the second 3DS to whichever country corresponds to the pattern you want to get, based on the type of 3DS you have. Then you can catch a Scatterbug using the second system, trade it or bank it or whatever, and repeat this process by changing the second 3DS's region and starting a new game on whatever game you used to catch the Scatterbug.

Note that there are still some patterns that you cannot obtain using this method because the countries they are found in are not selectable for that 3DS type. For that, your only recourse is to find a friend with a 3DS of a different region (or have one yourself).

i believe in canada you can access the icy snow viv pattern if you are in the northern territories. and the high plains one if you are in BC.

I cant remember where i read that, but it was somewhere online.
