Can I discard 2 cards from my hand with Registeel(LA)'s PokePower even if it has no damage counters?

yes , because it doe not state you have to remove counters.

^Absolutely wrong. You do as much as you can with the power. So if you can't heal any damage, you can still discard the 2 cards from your hand.

After reading the card over, yup.
When playing any card or using a power, you do as much of the text as you possibly can. There are some cards though that say "If you cannot do such and such you cannot play this card," in which case, you must be able to do that to play the card.
