4 things I see that could help you...

First, 3-3 Ninetails is a little too thick. 2-2 works perfect.

Second, no fisherman? In my experience with Reshiboar, fisherman was a great help. I would maybe drop a single retrieval and add 3 fisherman.

Third, dual ball seems awkward in this. I think there are better cards you could use than dual ball. It's too flippy. Maybe put in great ball instead? Revive may be a good play in there too, just to get back your Reshirams or a much needed Tepig.

Lastly, 11 energy seems kind of low for a deck that needs fire energy in the hand. Yes, retrievals, Ninetails and fishermans will help regain/draw you some, but I think a couple extra fire energy or even a couple DCE (for use with both Reshiram and Badboar) would help. To make room for this, I would maybe take out one of the babies and a candy.

I think Reshiphlosion is the superior fire deck, but if you still want to run Emboar, these changes should smooth this deck out a bit.

You need to add a strategy to the decklist in the first post.

dmaster out.
