Ruling Reshiram and confusion

so, say your opponent has a reshiram out.

I suppose this could apply to zekrom as well, but I'm going to say Reshiram. if you confuse that reshiram, and the opponent flips tails for confusion, would Outrage take into account the damage from confusion?
