Ruling Resistance Blizzard vs. Steel Bullet

When there are opposing/conflicting attack language such as Cobalion EX's Steel Bullet and Regice's Resistance Blizzard which attack will actually take precedence and overrule the other?

Should my active Regice attack with Resistance Blizzard (preventing all effects of attacks, including damage, done to this Pokémon by Pokémon EX on opponent's next turn), could my opponent actually respond with his/her Cobalion EX's Steel Bullet attack (attack's damage isn't affected by ..., or any other effects on the defending Pokémon)?

Steel Bullet would go right through. Resistance Blizzard places an effect on Regice that Steel Bullet ignores. It's the same idea as using Steel Bullet or Shred to get through Pyroar's Intimidating Mane, etc.

Edit: To clarify the "opposing effects" portion of the question, remember that effects on the Active Pokemon are applied before effects on the Defending Pokemon when calculating damage. Steel Bullet kicks in first, and you essentially skip the step where you'd apply the effect from Resistance Blizzard.
