Ruling Restored pokemon in set-up phase

If I start with a restored pokemon in my hand only, can I place as active on the first turn?

but didnt get it pretty well...

In section 500.2a says: A Fossil Trainer is considered a Basic Pokémon during setup. If an initial hand has one or more Fossils but no other
Basic Pokémon, one of the Fossils must be placed as the initial Active Pokémon.
 
No you can't.

This was during a time frame where Mysterious Fossil was a trainer that counted as a Basic Pokemon while in play. It actually evolved into Pokemon. This is different than Plume Fossil which has a completely different effect. It does not go to the bench like Mysterious Fossil does.~KA

On top of that...A Restored Pokemon is not a Basic Pokemon. Because of that, it cannot be played during set-up, nor can it be played from the hand to the bench in a normal manner. (You would need to use the effect of its respective Fossil Item card or Twist Mountain.)
