TV reporter was retired but was reprinted so you can use it. I don't know about Pr. Cosmo's Discovery, but I know Low Pressure System was retired.
Go to http://www.go-pokemon.com/op/tournaments/rulesandresources.html and click
2007-2008 Modified-Legal Reprints to see all formerly retired cards that were reprinted and that are now legal. Hope this helps!
