Ruling Retreat Cost

Ariados (MT) -- Poke Body adds 1 to an Active Pokemon's Retreat Cost. If the Pokemon has no retreat cost, does this mean its retreat cost remains zero (ie. like additions have no impact on zero damage attacks).

I checked the Compedium (quoted below) and the example given seems to indicate that this is the case, but given we are talking about a fossil which can't retreat, I'm not sure its a clear ruling with respect to Ariados (MT) and say Shiftry Ex.

Fossils are a special case. They have no retreat cost -- this is different from having a zero retreat cost. Effects that change retreat cost do not affect Fossils.
 
This means that you add 1 extra energy to retreat your Pokemon and if it is a Pokemon with nothing then the retreat cost is now 1 instead of 0 excluding types or Pokemon that prevent that from happening.:)
