Ruling Retreat costs

Does the retreat cost in each pokemon represent energy cost or energy cards

e.g :
Torterra has 4 retreat costs. It has 2 Double Rainbow. Can i retreat with the 2 DRE? 2 DRE = 4 energies

or

I need 4 Energy Cards to retreat Torterra. Doesn't matter what energy i have attached.

e.g 2:

Sceptiles poke-body maked 1 grass energy provide 2 grass energy. I retreat Torterra with only 2 grass coz 2 grass energy = 4 grass energy.

You can do both, because if you have Energy that provides the enough amount, no matter what ENegry it is.

Energy, not cards. So DRE counts as 2, etc.
