With Lysandre rotating out of Standard and assuming we don't get something similar in Burning Shadows, could Pokemon Catcher see play again at 3-4?
 
That could happen but if that happens, I fear the same thing that happened with Pokemon Reversal will happen again. I'd like to see the effect leave standard on a Trainer card.
 
Even if it does become popular, there will still be one counter, and that is... HOOTHOOT. It will be the only item-lock Pokémon left, so I'm thinking it might actually be good, as it stops your opponent from bringing up your Pokémon that way, and allows you setup without being disturbed.

No, it doesn't.

A deck running a carefully calculated amount of Items so as to deny Garbodor key OHKOs/2HKOs will have to avoid running Pokémon Catcher (or any Item) if it puts them over that threshold. I don't believe this describes most decks. If you already have to deal with OHKOs/2HKOs (depending upon which threshold applies), no sense avoiding the chance at a serious advantage if the bonus damage for Garbodor is inconsequential.
