Ruling Robo Substitute Under Item Lock

If I'm under item lock and I want to play a robo substitute, am I allowed to.

No, you wouldn't be able to do that. When Robo Substitute is in your hand, it's just a regular Item card. It's treated as a Basic Pokemon when in play, but Seismitoad EX, Vileplume, etc prevent it from being put into play at all.
