i can answer no.1 the answer is each player but no.2 :S

Uhm, what do you mean? the player that plays the card down? Because it doesnt state which player should place the dmg counters.

1. It affects both players. So, when the player gets a tail, that player will place the damage counters on their own pokemon.

2. If we can do that, this card IS PURE BROKEN!!! Anyway, this card has an error. It's supposed to be "If tails, put 2 damage counters on the Pokemon."

If it is not an error, then tell me how many damage counters do we put on that pokemon if its owner gets a tail??

Well i'm reading the is in my hands now it doesnt make much sense when they say PUT DMG COUNTERS on the pokemon
Anyway its confirmed that the stadium effects both players..
